10. ON CONSTRUCTION, OPERATIONS AND PRESERVATION OF THE PORT STRUCTURES
10.1. ON UPKEEP OF BUILDINGS, STRUCTURES AND FACILITIES OF PORT
10.1.1. All buildings located in the Port territory must possess their Specifications.
10.1.2. Owners of all buildings and structures located in the Port territory and in the area bordering upon Port shall keep them in serviceable condition. Appearance of buildings and structures must look neat and their surrounding area with a radius of 20 m must constantly be kept clean and in due order.
10.1.3. Enterprises and organizations of all types of ownership located in the Port territory shall, by their force and on their account, daily tidy up the occupied plots, warehouse premises, freight houses/sheds, piers and other place.
10.1.4. Cleaning away rubbish, snow or ice from railways running beside warehouses owned and used by Port shall be carried out by Port and on its account.
All other railways are cleaned by Railway Administration.
10.1.5. All organizations, enterprises and institutions located in the Port territory and in the area of immediate neighborhood shall contribute to cleaning of commonly used roads. Assigning of plots to be cleaned to concrete organization is executed by Order of Port Manager and brought to notice of corresponding organization.
10.2. ON PRESERVATION OF HYDRAULIC STRUCTURES
10.2.1. Moored ships are prohibited from operation of their screws.
As an exception the following ships may turn their screws over in the following cases:
- Diesel ships – at the lowest speed prior to pushing out from the pier; and
- Steam ships – for the purpose of heating their engines before setting out to sea (prior to operation of main engines) and only subject to permission of Port Master, on condition that speed is the lowest one and the distance between the screws and the pier exceeds 10 m.
10.2.2. Any damage caused by the ship to the Port facilities shall be reimbursed on account of ship owner.
10.3. ON MEASURES TAKEN TO PREVENT DAMAGE TO UNDERWATER CABLES AND PIPE-LINES. DIVER’S WORKS
10.3.1. Areas, where anchorage is prohibited, are shown on nautical charts.
10.3.2. Diver’s works in the Port may only be carried out under permission of Port Master.
Ship Master or organization-principal shall apply for diver’s works permit to Port Master, and master of the diving boat shall apply for the same to the ISPS.
